Measures for the Administration of Pollution Control of Electronic Information Products (Implementation Date: March 1, 2007)
The "Measures for the Administration of Pollution Control of Electronic Information Products" (hereinafter referred to as the "Measures for the Administration") jointly issued by seven ministries and commissions of the State stipulates that electronic information products shall comply with the national or industry standards for the control of toxic and harmful substances or elements of electronic information products in the design, production and sales process. Enterprises must mark the names and contents of toxic and harmful substances or elements, and mark the environmental protection life of electronic information products.
Management measures adopted a "two-step" approach, the first step, in the effective date of the management measures, the electronic information products entering the market are required to disclose relevant environmental protection information in a self-declaration way. The criteria for the implementation of the management approach include: SJ/T 11363-2006 "Requirements for Limits of Toxic and Hazardous Substances in Electronic Information Products" (replaced by GB/T 26572-2011), SJ/T 11364-2006 "Requirements for the Identification of Pollution Control of Electronic Information Products" and SJ/T 11365-2006 "Method for the detection of Toxic and hazardous Substances in Electronic Information Products" (replaced by GB/T 26125-2011/IEC 62321:2008). According to SJ/T 11363-2006, the content of lead (Pb), mercury (Hg), hexvalent chromium (Cr(VI)), polybrominated biphenyls (PBBs) and polybrominated diphenyl eths (PBDEs) in each test unit shall not exceed 1000ppm, and the content of cadmium (Cd) shall not exceed 100ppm; According to SJ/T 11364-2006, a toxic or harmful substance or element is not contained in the homogeneous material of electronic information products, or the content is below the limit requirements specified in the SJ/T 11363-2006 standard, the corresponding content of the toxic or harmful substance or element is marked as "○"; If a certain toxic or harmful substance or element is contained in the part, that is, the content exceeds the limit requirements specified in the SJ/T 11363-2006 standard, the corresponding content of the toxic or harmful substance or element is marked as "×", as shown in the following table.

"○": indicates that the content of the toxic and harmful substances in all homogeneous materials of the part is below the limit requirements specified in the SJ/T 11363-2006 standard. "x ": indicates that the amount of the toxic or hazardous substance in at least one homogeneous material of the part exceeds the limit required by the SJ/T 11363-2006 standard. If the product does not contain toxic and harmful substances or elements, that is, all marked with "○", then according to the green environmental protection label on the left; Otherwise, it should be marked according to the figure on the right below, and the name and content of the toxic and harmful substances contained in the product manual should be provided.
The second step is to strictly supervise the products entering the "Key Management Catalogue of Pollution Control of electronic Information Products", and it is necessary to replace toxic and harmful substances or meet the limit requirements, and then go through compulsory certification (3C certification) before they can enter the market.
