1. Legal basis:
a. The control requirements of EU REACH regulation on phthalates;
b. Regulatory requirements for phthalates under Section 108 of the Consumer Product Safety Improvement Act (CPSIA).
(c) Recast Directive 2011/65/EU of the European Parliament and of the Council on the restriction of the use of certain hazardous substances in electrical and electronic equipment, RoHS2.0.
2. Scope of application
a. Substances and articles produced, used and sold as intermediates and imported into the European Union (except for regulations and exemptions for special substances).
b. Accessible plastic materials in children's toys or child care products in the United States or any material that may contain phthalates.
c. Applicable to the 11 categories of electronic and electrical products listed in Annex 1 and their related components and materials for the EU market, 11 categories of products include: large household appliances; Small household appliances; IT and communication equipment; Consumer equipment; Lighting equipment; Electronic and electrical tools; Toys, leisure and sports equipment; Medical equipment; Video control equipment, including industrial monitoring and control equipment; Vending machines; All other electrical and electronic equipment not covered by the above categories.

Notes:
1. Eu REACH Regulation - "Child care product" means any product that contributes to sleep, relaxation, hygiene, feeding of a child or that allows a child to suck.
2. CPSIA - "Children's toy" means a product intended primarily for use in play by children 12 years of age or younger; "Child care product" means an item used by a child up to 3 years of age while sleeping, feeding, sucking or grinding his or her teeth.
