The EU REACH Regulation (EC) No 1907/2006, also known as "Registration, Evaluation, Authorization, and Restriction of Chemicals", is a regulation of the European Union on the registration, evaluation, authorization, and restriction of chemicals. The regulation officially came into effect on June 1, 2007 and June 1, 2008.
The REACH regulation categorizes products into the following three categories: substances, mixtures, and articles, which affect almost all products launched on the EU market, including chemicals, materials, parts, and consumer goods. The products exempted by REACH are limited to products that are subject to other provisions established by EU member states, such as defense products, pharmaceutical products, veterinary drugs, and food.

The list of European REACh regulatory candidates was updated on January 17, 2022, adding four substances. At this point, the REACH List of Substances of High Concern (SVHC) has been officially updated to 223 items. The four new substances were proposed during a public consultation organized in September 2021.
The new substance information added on January 17, 2022 is as follows:
Vinyl tris (2-methoxyethoxy) silicon (CAS No. 1067-53-4): This substance can be used as a monomer in polymer manufacturing processes (silicone resin, rubber) and as an intermediate in chemical reactant manufacturing.
S - (Tricyclic [5.2.1.0'2,6] deca-3-en-8 (or 9) - yl) O - (isopropyl or isobutyl or 2-ethylhexyl) O - (isopropyl or isobutyl or 2-ethylhexyl) dithiophosphate (CAS No. 255881-94-8): This substance is used in lubricants and greases, and is harmful to the environment due to its persistence, bioaccumulation, and toxicity.
2,2 '- Methylenebis - (4-methyl-6-tert-butylphenol) (CAS No. 119-47-1): Used in inks and adhesives, as well as as as as industrial lubricants and greases. This substance may also exist in laboratory chemical reagents and rubber, and can be used for polymerization processes.
(±) -1,7,7-trimethyl-3- [(4-methylphenyl) methylene] bicyclic [2.2.1] hept-2-one, including any individual isomers and/or combinations thereof (4-MBC) (CAS. NO./): Substances primarily used in the cosmetics industry.
It should be noted that SVHC substances are neither prohibited nor restricted in products. If their concentration exceeds 0.1% (1000 mg/kg) in a product, downstream communication obligations are required. Starting from January 5, 2021, if the SVHC content in a company's product exceeds 0.1%, it must be reported to ECHA's European SCIP database.
